On July 9, the State Administration of Market Supervision issued an announcement on the implementation requirements for the management of the transformation of explosion-proof electrical products from production license to compulsory product certification, which stated that:

1. Since October 1, 2019, explosion-proof electrical appliances, household gas appliances and household refrigerators with a nominal volume of more than 500L have been included in the CCC certification management scope, and each designated certification authority has begun to accept the certification entrustment.

2. The provincial market supervision departments stop accepting the relevant production license applications, and terminate the administrative licensing procedures according to law for those that have been accepted.

3. Since October 1, 2020, the above products shall not be delivered, sold, imported or used in other business activities without obtaining the compulsory product certification certificate and marking the compulsory certification mark.

According to the requirements of the Decision of the State Council on Further Reducing the Catalogue of Industrial Product Production License Management and Simplifying the Approval Procedures (GF [2018] No. 33), the Market Supervision Administration decided to change the management of explosion-proof electrical products from production license to mandatory product certification (CCC certification). In order to ensure the smooth implementation of CCC certification and smooth and orderly work connection, the relevant requirements are hereby announced as follows:

1、 Certification implementation date

Since October 1, 2019, explosion-proof electrical appliances, household gas appliances and household refrigerators with a calibrated volume of more than 500L (specific product scope and implementation rules for compulsory product certification can be viewed by clicking "reading the original text" at the end of the text) have been included in the CCC certification management scope, and all designated certification bodies (the designated work of certification bodies and laboratories will be announced separately) begin to accept certification entrustments; The market supervision (departments and commissions) of provinces, autonomous regions, municipalities directly under the Central Government and Xinjiang Production and Construction Corps (hereinafter referred to as the provincial market supervision departments) have stopped accepting relevant production license applications, and the administrative licensing procedures have been terminated according to law for those that have been accepted. Since October 1, 2020, the above products shall not be delivered, sold, imported or used in other business activities without obtaining the compulsory product certification certificate and marking the compulsory certification mark.

2、 Work requirements of designated certification authority

The designated certification authority shall formulate detailed rules for the implementation of certification in accordance with the requirements of the general rules for compulsory product certification and the corresponding product implementation rules, and complete the filing with the General Administration of Market Supervision (Certification Supervision Department) before September 25, 2019.

3、 Connection between CCC certification and production license management

(1) Before October 1, 2020, the above products produced by domestic enterprises shall be delivered, sold or used in other business activities with valid production licenses or CCC certification.

(2) For enterprises with production licenses, if the above products do not continue to be produced after October 1, 2020 (inclusive), CCC certification is not required; Otherwise, the certification commission shall be submitted as soon as possible and CCC certification shall be obtained before October 1, 2020.

(3) For the certification entrustment proposed by the enterprise with a valid production license, the designated certification authority shall acknowledge the corresponding review and testing results, formulate and implement the relevant conversion scheme (including the difference testing items, supplementary factory inspection, etc.), issue a new CCC certification certificate for the products that meet the certification requirements, and notify the local provincial market supervision department of the name list of the licensed enterprises. In principle, the certification and testing expenses incurred in the process of certificate conversion shall be borne by the financial department.

(4) Each provincial market supervision department shall go through the formalities for cancellation of production license in a timely manner according to the notification of the certification authority and the expiration of the production license. On October 1, 2020, the State Administration of Market Supervision cancelled all unconverted valid production licenses.

(5) For products produced during the period of validity of the production license, they can continue to use the original packaging (meeting the requirements of the production license) for ex factory sales after October 1, 2020.
